Go to the Krat City Hall Courtyard Stargazer (after the Scrapped Watchman fight).
Navigate to the bench that says “Friends” and investigate it to get the whistle.

Go to a Stargazer and choose to teleport to “Inside the House on Elysion Boulevard”.
Go to the balcony, turn right, and keep going forward.
Look to your right and climb down the ladder.
Go in front of the window next to some trash cans and use the Faded Whistle.
