To obtain 3 power cells in Starfield, you need to go outside using the switch.
Once you’re outside, examine the robot, talk to Lin, and interact with the switch nearby.

Power cell #1: Examine the robot.
Power cell #2: Talk to Lin.
Power cell #3: Interact with the switch near Lin.
After you’ve obtained 3 power cells, you need to go back and fix the comms computer.
